PIX payments drop as Brazil enforces online gambling ban

Brazil's Central Bank figures show that payments made via PIX, the country's dominant instant-payment rail, fell by 10 percent after the federal government imposed its provisional measure outlawing online casino gaming and sports betting. In a press conference, officials said the decline reflects immediate compliance by operators with the new restrictions. Operators including Allwyn, Entain and Flutter have confirmed they are moving in line with the new rules. The provisional measure must be ratified by Congress within 120 days to remain in force beyond that window.

Listed operators absorb the market shock

International gaming and betting companies have been the most visible casualties on public markets in the days since President Luiz Inácio Lula da Silva announced the ban. Next.io's tally of share-price moves recorded five-day declines of 37.16 percent at Better Collective and 11.52 percent at Flutter Entertainment, with Bragg, Evolution, Allwyn, Entain and Playtech also trading lower. Better Collective suspended its 2027 guidance and halted share buybacks after estimating a €15 million revenue hit for the remainder of 2026 from a market it had projected to contribute €45 million this year. Flutter, which acquired a 56 percent stake in Betnacional for $350 million, slid to its lowest share price since 2019.

Smaller suppliers quantify the revenue hit

Inspired Entertainment said it expects substantially all of its existing Brazil revenue to be affected while the prohibition remains in force. The supplier estimated that if the shutdown continues through the end of 2026, fourth-quarter revenue will be roughly $3 million lower, and its current outlook does not assume a reversal of the ban. Inspired said industry participants and trade associations are evaluating legal challenges, including potential requests for injunctive relief, while it works with operator partners on required changes.

Government widens the enforcement perimeter

Brazilian authorities have shifted focus to digital platforms. The Ministry of Justice and Public Security (MJSP) and the Ministry of Finance said that as of Tuesday, September 29, they had requested the takedown of 5,209 domains linked to betting operations. The government has also ordered the removal of 186 apps from the Apple and Google app stores by October 6, and directed Google, Meta, YouTube, X, Telegram, TikTok, Kwai and Discord to take down gambling advertising within a 10-day deadline. Minister of Justice and Public Security Wellington César Lima e Silva said ministries are working as an integrated task force to limit the availability of gambling and remove advertising, while National Secretary for Digital Rights Vitor Oliveira Fernandes warned that deadlines must be observed.

Unresolved questions for the sector

The industry's near-term trajectory now hinges on three verifiable milestones: the October 4 first round of Brazil's presidential election, the October 6 app-store removal deadline, and Congress's 120-day review of the provisional measure. Inspired has said it expects to update its full-year 2026 outlook when it reports third-quarter results, and Better Collective has frozen its 2027 guidance pending further clarity.
