USITC opens new trade investigations

The US International Trade Commission has initiated parallel anti-dumping and countervailing duty investigations into imports of welded stainless steel pipes and pressure pipes from Turkey, India and the United Arab Emirates. The probes follow petitions submitted by three US manufacturers in July 2026, and the Commission will assess whether the imported products are being sold at less than fair value, benefit from subsidies, and have caused or threaten material injury to the domestic industry.

Scope of products covered

The investigations cover goods classified under US Harmonised Tariff Schedule subheadings 7305.31.60, 7306.11.00 and 7306.40.50, with the Commission also noting that merchandise may enter under 7306.40.10. The dual-track review combines dumping and subsidy assessments against three major exporting countries simultaneously, broadening the potential reach of any provisional measures.

India extends duties on Chinese seamless pipes

Separately, India has extended anti-dumping duties on imports of seamless pipes, tubes and hollow sections of iron, alloy and non-alloy steel from China. The decision followed a second sunset review of the existing measures, keeping the duties in force against the largest single source of the relevant imports into India.

EAEU renews measures on Ukrainian stainless pipes

The Eurasian Economic Union has also extended its anti-dumping measures on Ukrainian stainless steel pipes after completing a repeat investigation. The renewal extends the duration of duties that apply across the five member states of the bloc.

Next procedural milestones

The USITC is scheduled to issue a preliminary ruling by 31 August 2026, unless the US Department of Commerce extends the investigation period. The Commission will transmit its findings to the Department of Commerce by 8 September 2026, after which Commerce will determine whether to impose provisional duties.
