Anvisa's suspension order and its scope
Brazil's Health Regulatory Agency (Anvisa) ordered the suspension of cleaning-product manufacturing at Unilever's plant in Vinhedo, São Paulo state, publishing the measure in the official gazette on 2 September 2026. The agency acted through Resolution RE 3,443, signed on 1 September, and described the action as precautionary because no sign of microbiological contamination or other problems has been identified in batches already produced at the facility. As a result, Anvisa did not order the suspension of the sale, distribution or use of products already manufactured and on the market, and it did not order a recall.
The order covers all cleaning products, known in Brazil as saneantes, made at the Vinhedo unit. Anything made at the plant that is not a cleaning product is untouched by the suspension.
Findings from the 24–28 August inspection
The inspection ran five days, from 24 to 28 August 2026, and was conducted jointly by Anvisa, the São Paulo State Health Surveillance Center and the Vinhedo Municipal Health Surveillance Authority. Regulators recorded failures in good manufacturing practices (GMP), specifically in controls carried out during manufacturing and before products are released. They also identified deficiencies in monitoring the water used in the production process, and weaknesses in how the company investigated and corrected problems it had itself identified.
Unilever's affected lines and continuing operations
Unilever said the inspection covered only its cleaning and home-care lines and that the suspension affects production of liquid laundry detergents and fabric softeners under the Omo, Brilhante, Comfort and Surf brands. The company said the operational improvements Anvisa requested are already underway and that other production lines at the Vinhedo facility, including those producing liquid soap, continue to operate normally. The lines that manufacture powdered laundry detergent are not located at the Vinhedo plant. Unilever stressed that all home-care products made at the facility, across all batches, remain approved for sale and consumer use, including those from the suspended lines.
Broader 2026 inspection campaign on cleaning-product makers
Anvisa said the Vinhedo inspection is part of a broader round of coordinated health-surveillance actions targeting manufacturers of cleaning and sanitation products. The agency has carried out seven such inspections this year, four of them at major Brazilian manufacturers. One of those inspections took place at Ypê, a subsidiary of Química Amparo, following reports Unilever filed between October of last year and March of this year. In May, Ypê had the sale, distribution and use of its detergents and disinfectants suspended after Anvisa found GMP failures that posed a risk of biological contamination. In June, the agency re-authorized the sale of most of the Ypê products.
