Turkey has opened visa services at its consulate in Herat, enabling Afghan applicants to apply for business, medical and student visas through the Sefa system. The lead report said consular services for Afghan applicants have officially begun at the location.

A separate report published before November 1 said the Turkish Consulate in Herat had started issuing visas to residents of Herat province. It described the activation of the consulate’s consular services section as allowing people in the province to obtain the services without traveling abroad.

Consulate operations expanded

The consulate began operating in Herat about 10 months before the October 31 report, according to that account. Its consular services section was formally activated alongside ceremonies marking the 103rd anniversary of the founding of the Republic of Turkey.

The inauguration was attended by local Herat officials, university professors and cultural figures, the report said. They characterized the work of the consulate and the TIKA institution in cultural, educational, health and humanitarian fields as beneficial.

Consul General discusses travel and cooperation

Turkish Consul General Tozjan Kiziloglu said the expanded consular presence was intended to broaden economic cooperation and create more opportunities. He also said efforts were underway to facilitate travel for Afghan businessmen to Turkey and visits by Turkish investors to Herat.

Those statements described intended cooperation and prospective travel facilitation; they did not establish that any specific business visit or investment had occurred.
