A $27.5 billion incentive package anchored by a 25-year property tax break

Louisiana state and local governments are providing SpaceX with an estimated $27.5 billion in tax incentives to secure the company's planned $100 billion Starbase Louisiana launch facility in coastal Vermilion Parish, according to state economic development documents obtained through a public records request. The bulk of the package, roughly $23.8 billion, comes from a 25-year property tax exemption granted to SpaceX by Vermilion Parish authorities. In exchange for that exemption, the Vermilion sheriff, school district and police jury will share a $25 million flat annual fee from SpaceX, with the agreement including an inflation-linked provision that could raise those yearly payments. SpaceX will also receive state sales tax rebates valued at an estimated $3.6 billion over an initial 20-year term, with the remainder drawn from Louisiana's High Impact Jobs grant program and workforce recruitment services.

Scale of the deal and local fiscal exposure

Policy analyst Broderick Bagert of the progressive nonprofit coalition Together Louisiana estimated that a $100 billion facility in Vermilion Parish would normally generate a property tax bill of roughly $1.3 billion per year once completed. Under the exemption, SpaceX's upfront annual payments amount to about 2% of that figure. Bagert described the $23.8 billion in foregone property tax revenue as the largest single-project tax exemption in Louisiana history and possibly in U.S. history. A recent review by Louisiana Legislative Auditor Mike Waguespack identified 99 payment-in-lieu-of-taxes contracts across the state's six most populous parishes; combined, those agreements abated only about $44 million in property and sales taxes during 2025, the equivalent of roughly $1.1 billion over 25 years. Louisiana officials had not provided an estimate of the total cost of the incentives to state or local governments at the time of reporting.

Context alongside other major Louisiana projects

The SpaceX package exceeds the tax terms attached to Louisiana's two largest recent industrial projects. Meta's $50 billion data center in Richland Parish operates under a payment-in-lieu-of-taxes deal equal to 1% of construction and equipment spending, with a $22.4 million first installment paid in May, while Amazon's $18 billion data center hub in Northwest Louisiana was structured differently and is not directly comparable. Neither deal approaches the projected scale of Starbase Louisiana. SpaceX, owned by Elon Musk, carried a market value above $1.8 trillion as of the Friday before the disclosure, with Musk's net worth reported by Forbes at $865 billion.

Construction timeline and pending next steps

Construction of Starbase Louisiana is scheduled to begin by the end of 2027, with the first launch targeted as soon as 2029. SpaceX has said it will hold town halls in surrounding communities in the coming months, giving residents their first opportunity to question the company on the project's scope, environmental review and longer-term impacts before ground is broken.
